We have been in the habit in the past of sending out to China a considerable quantity of newspaper articles, which were used both by our Shanghai Com- mittee and your people at Hong Kong.

This arrangement has now come to an end, as a

consequence of a general retrenchment of propaganda

which we have found necessary; but ir. Coleman, who

has been responsible for the composition of most of

these articles, has put up a scheme by which it might

be possible to continue them on a purely commercial

basis.

To put it shortly, he wishes an offer telegraphed both to Hong Kong and Shanghai for a weekly payment

for such articles and, in the event of favorable re-

plies from these, will make similar arrangements with Yokohama and perhaps Tokyo.
